since the late 1960's...the original skinheads (and even then, the fashion came from the then declining 'Mod' subculture of England) brought proper terrace wear to football in the late 60's and the culture has taken off since then. the fashion came out of the Mod's but has transgressed through the skinheads, to the football casuals, the hooligans, and the ultras

So what trad is saying to your questions is Yes there are a number of football supporters into casual clothing in the US. Most of us who are were into to it before we got into football from the punk, Oi!, and Hardcore music scenes.
