I don't know what Sigi is talking about, because I though the rule has always been interpreted like the referees did here.
The definitions in the Laws of the Game are pretty clear too. There's no "sphere of influence", so that's something Sigi just made up. There's also nothing about how close to the ball you can be, not directly anyway.
Of course this might just be trying to influence the referees of the next match. Coaches do that frequently. One close call going our way in the second leg might make a huge difference.
